The 5V power output of pin 9 of US232P comes from the USB interface. The US232P chipset itself draws about 90mA of power. Assuming that the USB port provides 500mA power to US232P, theoretically the 5V power output of pin 9 of US232P is 410mA (500mA minus the 90mA consumed by the US232P chipset itself).
Therefore, the maximum rated current of US232P is the power supply current provided by the USB interface deducting 90mA.
Furthermore, if the connected RS232 device is running with more than 500mA, the US232P short circuit protection will activate and stop working for a few seconds.
